This has been broken on many TB4 motherboards with the latest BIOS updates, including mine. Rolling back is not an option (it's blocked). The only setup I can think of is a TB 2 cable to the laptop, then the female TB2 adapters to male TB3 adapter, then a USBc female to female adapter, and then finally I can plug my dock into that.
