WebPlace ostim below osa either in your install order (left panel) or load order (right panel). On the left panel, if clicking on ostim or osa results in either highlighted red or green then they overwrite each other somehow and ostim needs to go below osa. If they don't highlight then it doesn't matter where they are ordered in the left panel.
